Preamble
The People of the Alliance signatory Organizations ("Hyperion Organizations"), deeply attached to the universal values of freedom, equality and fraternity, and led by the same ideals of peace, justice and democracy, are eager to approach mutually and jointly in a federation and to coordinate their actions and decisions so that the Light has no limit in the universe.
Today gathered and represented by their Ambassadors under the control of their respective constitutional Parliaments, the People of the Hyperion Organizations solemnly baptize themselves "Hyperion People" and seal their Federation by the present Alliance, without condition and unbounded by time nor space.
In witness whereof, it is decided the following:
Article One. Hyperion Federation
The Hyperion Federation is created. It federates the Peoples of the Hyperion Organizations which, by their signature, constitutionally engage their respective Peoples.
Each signatory Organization is free to leave the Federation at any time; in this case, it shall announce officially its departure on the forum of the Hyperion Assembly.
Article 2. Institutions
The signatory Organizations create the following institutions in order to support the information flow between Them and, if required, to harmonize their actions:

the Council
Article 3. The Hyperion Assembly
The Assembly discusses all of the questions submitted by the Citizens and Subjects of the Hyperion People.
The Assembly represents all the Hyperion People in the Forum which is reserved to It. For this reason, each Citizen and Subject can sit there as a Deputy, after validation of his inscription by another Deputy and under the condition of having Mankind and to be registered thus on www.mankind.net in the Society page "diplomatic Organizations".
The Assembly is chaired by the Epistate. He is designed every 2 weeks, in turn among the signatory Organizations according to the date of their adhesion to the Hyperion Federation.
The Epistate collects all the questions asked by the Deputies, registers them on the agenda which is published on the Forum and calls for each question on the agenda the creation of a Commission for opinion.
A Commission is composed of one or several Deputies; the inscription at a Commission is done freely until the inscription closure by the Epistate.
The Commissioners write drafts of acts, take note of the facts personally, take part in negotiations as much as possible accompanied by the other Commissioners of their Commission, and carry out investigations in all independence. All means and capacities are given to them to achieve their mission.
When a Commissioner thinks of having a final opinion, he gives it to the Epistate who publishes it on the Forum of the Assembly. The Epistate can censure under its responsibility an opinion if he judges that the Commissioner did not take note of the facts.
The debates are opened to the Assembly progressively upon publication of the opinions of the Commissioners. When all the Commissioners of a Commission gave their opinion, and if necessary, the asked question is subjected for decision to each signatory Organization by their respective Councillor; the decisions of the signatory Organizations are reported by their respective Councillor.
When the debate relates to the reform of this Alliance or the adhesion or the expulsion of a signatory Organization, the unanimity is resquested.
Article 4. The Hyperion Council
The Council represents the signatory Organizations within the Assembly, animates the policy of the Hyperion Cubes and of the Hyperion Federation, and collegially represents the latter with regard to third persons.
It is composed of one Councillor by Hyperion Organization. The Councillor represents his Organization within the Council.
The Councillors freely distribute the activities of the Council between them, and organize themselves as they wish according to the needs for the Federation. They can hire the services of one or several assistants among the Citizens or Subjects of the Hyperion People exclusively.
The Council Decisions are made collegially at the majority of the voices, plus one, except if a delimited mandate is given by the Council to one of the Councillors for a specific mission, in which case the Councillor can represent on his own the Federation with regard to third persons. The Council Decisions are purely informal with regard to the signatory Organizations.
Article 5. Hyperion Cubes
The Hyperion Cubes are the territories of the Federation. They are managed by the Council under the control of the Assembly.
Article 6. Common diplomacy
The Hyperion Organizations can conclude pacts and treaties with third persons who are peaceful and democratic, provided that these pacts and treaties are not incompatible with those of the Federation and other Hyperion Organizations. A question is asked to the Assembly about this compatibility.
The Hyperion Organizations cannot, without question asked to the Assembly, declare the war with third persons having concluded a pact or a treaty with the Federation or a Hyperion Organization, nor with third persons who are peaceful and democratic, except in the event of attacks by these persons.
In case of aggression of a Hyperion Organization by a third person, all the measures of self-defence are taken immediately by the attacked Organization and the other Hyperion Organizations. This aggression is the subject of a debate to the Assembly in order to harmonize the position of the signatory Organizations with regard to the attacker.
