The Ordre des Corsaires de la Liberté recognizes solemnly cubes 130-363 to 136-372 as territories of Hyperion Federation.

OCL and Hyperion undertake to maintain together the zone 130-373 to 136-373 neutral and empty of any third presence. They unde-rtake to alert each other of any foreign intrusion, and to cooperate to cease this intrusion, through a common military action in case of failure of the diplomacy.
